A 1979 graduate of Auburn University, he holds a Bachelor of Science in Business Administration, a Master of Arts in International Relations from Salve Regina University, and a Master's in National Security and Strategic Planning from the Naval War College.
During his distinguished naval career, CAPT Williams served on several ships and staffs and was Commanding Officer of two Dock Landing Ships. In December 1982, he reported to the re-commissioning crew of USS NEW JERSEY (BB 62) as Boilers Officer, completing an 11-month deployment to the Western Pacific, Central America, and the Eastern Mediterranean — where NEW JERSEY provided naval gunfire support to U.S. Marines ashore in Beirut, Lebanon. Upon graduation from the Naval War College, he reported to U.S. Central Command as a Naval Operations Action Officer, serving eight months in Riyadh on General Schwarzkopf's staff during Operations DESERT SHIELD and DESERT STORM.
CAPT Williams served as Chief Staff Officer for Commander, Amphibious Squadron Five from April 1994 to December 1995, participating in Operation COMBINED SHIELD — the final amphibious withdrawal from Somalia. He subsequently served as Force Operations Officer for Commander, U.S. Naval Surface Force Pacific, and commanded both USS FORT FISHER (LSD 40) and USS RUSHMORE (LSD 47), the West Coast "Smart Ship." From 1999 to 2001 he served at Navy Warfare Development Command developing concepts for the "Navy After Next," followed by a tour as Assistant Chief of Staff for Operations for Commander, U.S. Naval Forces Korea in Seoul. In 2009, CAPT Williams was awarded the Legion of Merit by Rear Admiral Gary R. Jones, Commander, Naval Education and Training Command, marking the culmination of 30 years of honorable and dedicated naval service.
